Carbon Border Measures: What Happens with Ambitious Climate Policies?

Ambitious climate policies to achieve net-zero emissions are at risk if international trade leads to leakage when the source of emissions shifts to jurisdictions with less ambitious policies in place. This event examined the extent of emissions leakage based on increasingly ambitious policy scenarios. And, then it reported on the effectiveness of border measures to mitigate leakage, particularly in economically sensitive sectors.

We hope that you have deepened your understanding through the latest model analysis results as an international set of scholars presented recent modeling results that explored the implications of policy proposals currently being considered in the European Union and United States on emissions leakage and climate ambition.

      Carbon Border Measures: Policies to Combat Leakage and Encourage Climate Ambition

      Border measures have made headlines in recent months as countries pursue policies that square global climate action with international economic activity. These measures aim to create a more even playing field across international trade by preventing leakage of economic activities away from countries with ambitious climate policies.

      This RFF Live event tapped experts across three continents to discuss recent border measure proposals across the European Union and in the United States. As conversations unfolded at COP26, this webinar explored border measures and their impact on competitiveness, carbon leakage, and economic activity in developing countries.

      Energy demand changes induced by technological and social innovations and the model intercomparison (Japan Pavilion)

      As research commissioned by the Ministry of Economy, Trade and Industry, the EDITS (Energy Demand changes Induced by Technological and Social innovations) project, which analyzes technological and social innovations in the energy demand sector and conducts model intercomparisons, is being implemented by RITE, IIASA and other international partners.

      At this event, the importance of technological and social innovations in the energy demand sector, and the potential achievements of a low energy demand society, that can be induced by the innovation in the significant reduction of greenhouse gas emissions and sustainable development in the world was discussed. This seminar also introduced the research scope and provisional analyses/evaluations of the EDITS project.
