FY2023 ALPS International Symposium - with Climate Change Mitigation: Policies Towards Green Economy in Major Advanced Nations
RITE has been conducting a research project, shortly named as ALPS (ALternative Pathways toward Sustainable development and climate stabilization), a subsidy project/entrusted project sponsored by the Ministry of Economy, Trade and Industry (METI), Japan. This research project aims at contributing to the planning of the international framework and strategy for green growth, and also investigates long-term responses to climate change risks. To achieve carbon neutrality, several options such as renewable energy, nuclear power, CO2 Capture and Storage (CCS), hydrogen energy, and Direct Air Capture (DAC) will be required. When saving energy measure is considered to be important constantly, there is a possibility that the circular sharing economy induced by Digital Transformation(DX) will lead to significant social changes to reduce energy demands. We analyze how these various options can contribute to the Green Transformation(GX) quantitatively and comprehensively. The research is being conducted in cooperation with globally distinguished research institutes in the field of global warming including IIASA (International Institute for Applied Systems Analysis) in Austria, RFF (Resources for the Future) in the U.S., and IEA (International Energy Agency) aiming to contribute to the formulation of Japan's climate change policies and participate in international discussions at IPCC and COP.
The efforts towards accelerating initiatives for achieving carbon neutrality by 2050, along with reducing emissions and enhancing economic growth and industrial competitiveness, are currently underway worldwide. In our country, the "Basic Policy for Achieving GX" was established in February 2023, followed by the Cabinet's decision on the "GX Promotion Strategy" in July, and the compilation of the budget for the "Sectoral Investment Strategy (draft)" in December, outlining guidelines for the concrete implementation of investment promotion measures. Similarly, in other countries, the United States allocated approximately 50 trillion yen in budget for climate change measures through the "Inflation Reduction Act (IRA)" enacted in August 2022, while the European Union expects to induce approximately 140 trillion yen in investment from both public and private sectors through initiatives such as the "Green Deal Industrial Plan" announced in February 2023.
In line with the strategy of the energy demand side, the FY2023 ALPS International Symposium was held to focus on the current status and goal toward the GX and also disseminate the research achievements of the ALPS project. In this symposium, the eminent specialists in this field from abroad have presented a global outlook to achieve the GX from their various perspectives, offering the latest research findings as valuable references for all participants' efforts.
