Transition Roadmap to Carbon Neutrality: 2023 Edition

To achieve the long-term targets of the Paris Agreement, which are the 2℃ and 1.5℃ targets, and globally net-zero emissions in the second half of this century as early as possible, it is imperative to enhance measures across various sectors. The transition towards carbon neutrality is a complex endeavor, exhibiting global diversity, and sectoral disparities. A uniform reduction approach may lead to increased costs, making emission reductions challenging.

With the utilization of transition finance in mind, the Japanese government developed transition roadmaps in the fiscal years 2021-2022 to provide specific directions for achieving carbon neutrality. While they offer valuable information, the imporovements will be needed particularly to enhance coherence with the global emissions pathways for the 2 C or 1.5 C targets.

RITE developed transition roadmaps by sector, using a global energy and climate change mitigation assessment model, DNE21+, which describes detailed technology bottom-up, in order to help better actions toward carbon neutrality. This approach aims to expedite the realization of early carbon neutrality and provides consistent analysis across countries, regions, and sectors.
